ECB Opens Applications for Digital Euro Pilot
The European Central Bank has taken a concrete step toward realising the digital euro by inviting payment service providers (PSPs) to apply for participation in a 12-month pilot programme. The response has been remarkable — over 50 applications from banks and financial institutions across the eurozone.
What the Pilot Will Test
The pilot programme, scheduled to begin in the second half of 2027, will test multiple aspects of the digital euro in real-world conditions:
- User experience: How citizens interact with digital euro wallets and payment flows
- Merchant acceptance: Point-of-sale integration and e-commerce payment processing
- Offline payments: Transactions without internet connectivity using secure hardware
- Cross-border functionality: Seamless payments across different eurozone countries
- Settlement: How transactions are processed and finalised between banks
- Interoperability: Integration with existing banking apps and payment infrastructure
Why 50+ Applications Matters
The strong interest from the banking sector is significant for several reasons:
- It demonstrates industry confidence in the digital euro project
- Banks want to be first movers in digital euro distribution
- It provides the ECB with diverse testing partners across different markets
- It signals that the two-tier distribution model is viable
Selection Process
The ECB is screening applications based on criteria including:
- Geographic coverage across the eurozone
- Technical readiness and infrastructure capability
- Diversity of institution types (large banks, smaller banks, fintechs)
- Ability to recruit merchant and consumer participants
Selected participants were announced in July 2026, giving them approximately one year to prepare before the pilot begins.

The pilot programme is a critical step between legislation and launch:

- H2 2027: Pilot begins (12 months)
- 2028: Pilot concludes, results evaluated
